They had discovered that the machinery of government that the Constitution provided had to be supplemented by voluntary political institutions called parties. But Americans had not made a deliberate, considered decision; parties had been forced on them by the circumstances of the day.
The need to put America’s economic house in order and deal with its unsettled finances had created passionate disagreements between people with commitments to agriculture and those engaged in trade, banking, and manufacture.
Differences over the French Revolution had divided the country between those who felt the exhilaration of a freer, more democratic, and more secular Europe, and those who saw revolutionary France as a dangerous enemy of religion and social order and Britain as a bastion of stability.
Constitutional biases also divided Americans. The Jeffersonians, by contrast, had fought centralized, concentrated national power and favored protection of the states’ authority.
